Moving towards becoming more homeland dependent, the United States government has set up the Build America, Buy America Act (BABAA) that requires that all federal agencies, including FEMA, ensure that no federal financial assistance for ‘infrastructure’ projects is provided unless all the iron, steel and manufactured products and construction materials used in the projects are produced in the United States. By taking the BABA initiative into account, the push for domestic suppliers has never been stronger. With that said, PVP is proud to serve as a BABA compliant manufacturer within the manufactured products category.
Manufactured Products Category – The 55% Rule
The manufactured product category states, that all products wanting to be a considered for the BABA must be manufactured in the United States. The cost of the components, whether they are mined, produced, or manufactured in the United States, must be greater than 55% of the total cost of all the components that make up that product. These products, including all iron, steel, manufactured products and construction materials must be domestically produced for a project to receive, and use, federal funding to be included in a federally funded infrastructure project.
Manufactured products that include more than one material, component or other manufactured product to build that specific product, like a pump, motor, blower, or actuator are subject to the 55% rule. This is the case with PVP’s Double Disc Pumps.

For more than 40 years, PVP has been a proud domestic manufacturer and supplier of Double Disc Pumps for the municipal, chemical, industrial and food industries.
We manufacture most of our parts in-house at our Southeastern Pennsylvania facility. This includes everything from frames and covers to pulsation dampeners and pressure sensor assemblies. What isn’t fabricated, labored and manufactured in-house is sourced from other local suppliers. All of our materials, including elastomers, grey iron and investment castings are American made. This enables us to keep the American worker employed and products moving with little interruption due to international supply chain issues. It also positions us to be a part of the BABA.
